司法部称，司法部今年将进一步丰富立法形式，探索建立立法快速响应机制，提升立法质效。

China's Ministry of Justice has said that this year it will further enrich legislative forms and explore ways to establish a quick-response mechanism for legislation in a bid to strengthen the quality and effectiveness of legislation.

司法部今年将持续加强重点领域、新兴领域法律法规供给。突出重点、急用先行，加快推进党中央高度关注、国家治理急需、人民群众迫切期盼、维护国家安全必备的法律法规制修订工作。加快推进重点立法项目，全面加强金融法治建设，把“法治是最好的营商环境”落到实处。坚持立改废释并举，有序推进法规清理。同时，改进立法模式，更加注重“小切口”“小快灵”立法，探索建立立法快速响应机制。

2024年司法部还将突出提升监督能力，贯通做实法治督察、执法协调监督、行政复议等职能，推进法治政府建设。据介绍，司法部坚持示范创建和法治督察“两手抓”，聚焦重点问题开展精准化、“小切口”督察，完善与纪检监察、检察监督协作配合机制，增强法治督察针对性、实效性、权威性。同时，加强行政执法指导监督，强化行政执法监督机制和能力建设，加强行政执法协调监督工作体系建设，年底前基本建成省市县乡四级全覆盖的行政执法协调监督工作体系。此外，司法部还将深入实施提升行政执法质量三年行动计划，促进严格规范公正文明执法，推进健全行政执法与刑事司法衔接机制。

法治是最好的营商环境，要完善公开透明的涉外法律体系，加强知识产权保护，维护外资企业合法权益，用好国内国际两类规则，营造市场化、法治化、国际化一流营商环境。

The rule of law secures the best business environment. We must improve the foreign-related legal system to make it more open and transparent, strengthen the protection of intellectual property rights, safeguard the legitimate rights and interests of foreign-funded companies, and make good use of both domestic and international rules to foster a world-class business environment that is market-oriented, law-based and internationalized.
